Programming Process - MAG Federally Funded Projects in the TIP
- The programming, development and completion of locally sponsored, federally funded transportation projects in the Maricopa County area is a shared responsibility of the Maricopa Association of Governments (MAG), the Arizona Department of Transportation (ADOT), and local public agency project sponsors. In a nutshell the process is as follows:
- MAG develops a capital improvement program (the Transportation Improvement Program – TIP – LINK TO THE TIP MAG WEBPAGE) that sets aside by year, specific amounts and types of federal funding for local public agency sponsored projects. To use these funds, public agencies must first receive federal approval – Authorization.
ADOT, acting on behalf of the Federal Highway Administration, manages the clearance and design review process that public agencies use to achieve federal authorization. This process is designed to insure that projects fully comply with the National Environmental Policy Act (NEPA) and have addressed all right-of-way, utilities and design issues prior to receiving federal authorization. - Once a project has completed the design and review process and has been authorized, it is bid and work on the project will continue until the project is completed. Federal funding is available for this entire period up to the amount programmed by MAG.
